This panel discussion and the follow-up world café session will explore the role of
government policies in managing minority language rights across various countries.
Moderated by ECMI Director Vello Pettai, the session will bring together experts to discuss
how nation-states navigate the complex task of balancing linguistic diversity with national
unity. The panel will provide a deep dive into the ways different governments approach the
protection and promotion of minority languages, examining both the successes and
challenges faced in policy implementation. The discussion will also consider the broader
implications of these policies on social cohesion, identity, and cultural preservation.

The Europan Charter of Regional or Minority Languages is a unique international law
instrument with the ambition of preventing the extinction of languages and promoting
regional and minority language use in areas such as education, cultural life, economic and
social life, media, justice and administration etc. Its à la carte structure and incremental
system allows States Parties to tailor state duties to the situation of the different protected
languages spoken in their territory as well as their financial means and administrative
capabilities. In the past quarter of a century since the Charter have been conceived
technological development has taken a dramatic turn, threatening to outdate certain
provisions of the Charter. However, the wording of the Charter provisions and their
interpretation by the Committee of Experts monitoring their fulfillment facilitates the
protection of regional and minority languages also in the digital era. A greater threat is
posed by the disenfranchisement of underresourced regional and minority languages by
being overlooked by both language technology developers and states.
