Language policy and planning: concepts, theories, methods
Leigh Oakes
Monday 26 Aug | 09:30-13:00
Concerned with interventions that seek to influence linguistic behaviour, language policy
and planning (LPP) is both an activity and a field of study. The first part of this lecture
focuses on the former, introducing key concepts that will help you understand the
preoccupations and actions of LPP practitioners. We will review the different types of LPP,
and study examples from a variety of contexts concerning both majority and minority
languages. We will also consider some of the goals and broader motivations of LPP as an
activity. The second part of the lecture focuses on the historical development of LPP as a
modern field of study. We will explore the factors that prompted the initial interest in LPP
questions, before surveying two subsequent paradigmatic shifts made by the field in
response to new socio-political circumstances and epistemological advances. While these
advances have allowed the field to mature theoretically and methodologically, they have
also brought certain challenges. In particular, we will consider ways to bridge the growing
gap between the interests and preoccupations of LPP researchers and LPP practitioners.
